use tailwind CLI instead of npx

this will remove the dep on nodejs to use tailwind

sure. i did notice some things were broken with the current setup with the latest version of tailwind (v4 i think?)

had to pin one of my projects to the previous major version. i'm not really big into tailwind, so i'm not sure what was going wrong
