This takes just the state-machine utility out from #5670 so we can start incrementally landing it. This particular piece does not need an autogate. The rest of the changes will need to be incrementally rolled out with autogates so the plan is to separate things out across multiple PRs. This PR does not add the code to use the state-machine, that'll be the part that comes separately with autogates... this isn't going to be fun but it is necessary.
This is a straight copy with no changes from the code in the PR that was already reviewed
