Merging as the only failures here are Nuxt ones (under yarn & ubuntu), which are known ones that I am addressing in #7648

But more importantly, I don't think that the nuxt c3 e2es should run here in the first place since the dependabot PRs should only run the tests related to the framework which CLI is getting bumped
