Modify Search Filter to cover Tags as well

Description

This extends the search bar functionality in the marketplace such that a user can also search for tags.

Motivation and Context

This change was asked for by a customer of ours, but would also at least in part address #2956.

How Has This Been Tested?

We have added some test cases to cover this new functionality to the existing frontend test suite.

We haven't tracked down the change is URL in the Mock. Will address in a future merge
