Fix Display of Active and Bindable Services in the UI

Description

The service marketplace shows the attributes “Active” and “Bindable” for each offering. Both are always at “No” during card view. In table view it works fine. If you inspect service offerings in details, they show as “Active” and “Bindable”.

Motivation and Context

This fixes a small bug where data is not displayed correctly.

How Has This Been Tested?

We added some tests to the frontend tests suite to make sure this functionality is covered.

@krutten. I am not sure why these unit tests failed with /v2/info to / failures, but these changes does not look like could affect those failures. Can we merge these changes as we get the V3 api changes in place?
