Git Guide: Add section on new repo config

Add a small section on how to configure a new repo, including:

- disable wikis, forking, projects
- enable read-only analysis & vulnerability alerts
- add design & dev team with admin access (is that right, or should we make an admin team?)
- enable master branch protection to require PR approvals
- add PR template
