Create S3 bucket for node-launcher bootstrap_objectstorage_bucket_name variable

• https://github.com/cloudstruct/terraform-cloud-userdata-launcher expects a variable input for the S3 bucket from which to pull the bootstrap.sh launcher for cloud-init to execute
• This issue is to create that bucket via the S3 handling in this repo and pass it into that module when its ready
