Required metadata on file upload not working

When adding multiple files to a dataset and filling in required metadata the metadata doesn't get attached to the files.

To reproduce:

- Create a required metadata field and require it on files
- Upload two files to a datasets and specify the required metadata
- After upload check if the files have that metadata assigned to them (they shouldn't)
