Readonly user

Similar to v1, it would be helpful to tag a user as readonly (next to admin) for those situations where a user should have access to the system but not be able to modify anything. This could be helpful for when an instance is retired but the data should still be available and for situations where certain users should only be able to view the data (for example for demos, or download only scenarios).
