Submissions panel - show remaining submissions count

A brief description of the purpose of the changes contained in this PR.

In submissions panel, now users can see for each phase the following:

• remaining number of submissions per day
• total remaining submissions

Depending on the percentage of the remaining submissions, the color of the box will change
Green -> yellow -> Orange -> Pink -> Red
Green shows max percentage of remaining submissions while Red shows min percentage of remaining submissions

The only problem I see is that the numbers are not updated in realtime - it is needed to refresh the page.
