Issue 1280

A checklist for hand testing

• Upload competition
• Fill up user quote (/admin/profiles/user/ -> allows you to adjust default 15GB to smaller value to test easier)
• Fill up storage quota and then make another submission
• Make sure you see the message that details why there is an error
• Check that the warning link to the resources tab (/tasks) works

I am not sure about this line:

Won't this warning be shown everytime the submission upload fails? Even if the reason is not the full storage?
