A brief description of the purpose of the changes contained in this PR.

Previously rerunning a phase submissions would run child submissions as independent submissions.

NOW, this is fixed i.e. only rerun submissions with no parent

Issues this PR resolves

• rerun all submissions per phase rerun all children independently #1177
• Problems with re-running submissions #1182 -> Rerun whole phase runs child submissions too
