"Please sign in or sign up to continue." always appears on sign-in page 

The flash "Please sign in or sign up to continue." always appears on the sign-in page even when a user is trying to access a restricted area. This flash is red which appears to be an error so we want to avoid prompting the user with an error-like message if there's nothing wrong.
