feat: add users and plugins frontend

What Changed?

Implemented users and plugins section that displays all user roles and their endpoint permissions

Why?

This feature enables displaying a list of all user roles. When you click on a role, it shows the permissions associated with that role. The plugin section is only visible if the usersAndPermissions is enabled by the backend, and it appears under a "Plugins" group in the sidebar.
