Add more description of our projects (& our past successes)

Description of our Projects. We can provide info on our projects: feature highlight images of past projects, and list our current projects, and some of the successes from 2020

Somewhere (on the front page, maybe?) I'd like to talk a little bit about our projects.

• Current Projects: Decarceration, and NexTo, and also maybe the Data Portal stuff? (I'll need @Aycrazy help here).. I think we might have small snippets of information for what these projects are.
• Past projects: We will list some stuff, especially our work with WeCountCOVID19, COVID19inWI.
• Successes: NexTo has some recent successes, Decarcertaion just launched, WCC19 was launcehd, COVID19inWI was really helpful, and much more. I will write out some more, but this is a good start, and we can edit this as we continue every month.

Hey @hectorparra0123, here's a little info:

• One project is Decarceration. Please pull some info from their About Us page on their website (https://wisdp.com/). If you can add a small blurb on their website that will be fine for now, and then we will add more from Paul and Anthony in a bit.
• Another project is NexTo. @Aycrazy or @JordanSiem can you help to find some info on mission/goals for this project?
• @Aycrazy could you add some info on what we're trying to do with the MKE data portal project? some high-level goals?

These will be a good start for now.

Hey @hectorparra0123! Very happy to have you help us make improvements and updates to the site! The high level problem/statement is:

Problem/Opportunity: The City has an open data portal, however, usage is fairly low and visits are generally made by a fairly homogeneous group of users (those with a certain level of technical prowess and ready-made ideas for how local open data may be useful to them). The opportunity is to increase the accessibility, responsiveness, and broad appeal for this potentially invaluable tool.

I made the Data Portal, Decarceration, and Nex-To the current projects on the landing page. Not sure how you want me to put the past projects on there. I just pushed my latest commits to the same pull request. Let me know what you think. @BarkleyBG
