use CORS for sparkrelief data

This needs cooperation on their part. They need to enable cross-origin resource sharing to our domain - either codefortulsa.github.io or whatever domain we decide to use via CNAME.

Without this, we have to copy their data into a static .json file - so we have to manually update it.
