Adding tests, fixing code smells, minor fixes.
BREAKING CHANGES:
RepoM.Ordering.yamlhas same structure as rest of files. To fix this, replace@withtype:ignore-repositories@1is nowignore-repository@1kababnaming convention. This will most 'hurt' the Azure devops PR actions.
