Add policy of email use to the site

When someone registers on this site, we only use the emails to send yearly ballots to for voting on board of directors. There should be a note that that is how the emails will be used. Add to the list in this notice

• CRB will also use this email to send out Board of Director ballots (once a year in Dec)
