Change the Bitcoin RFC to use miniscript #126

First, create an miniscript policy for our HTLC. Compile that policy to a miniscript. See the example in
rust-miniscriptfor guidance.Embed this miniscript into the RFC together with the script and hex that it compiles to.
The miniscript will be the reference for our HTLC.
