this resolves the issue with GitHub disabling TLS support (cf. https://github.com/fsprojects/Paket/releases/tag/5.142.0 https://twitter.com/sforkmann/status/966952214819418112)
Per the suggestion at fsprojects/Paket#3068 (comment) , to check that I'm not adding any malicious code into your codebase, refer to official Paket repository with published SHA256 checksum and, please, validate that it is matching.
