Apply Command - Create make commands for each module #131
Description
For each module, create make targets (and potentially bash scripts, etc.) to execute whatever logic needs to happen to set up each project.
Most likely:
zero-aws-eks-stack - init and apply terraform (using makefile in the rendered dir?)
zero-deployable-backend - set up circleCI env vars via API
zero-deployable-frontend - set up circleCI env vars via API
