[Super Admin/ Organisations] implement the List/ Unlist shelter feature

User story

As a Super Admin user, I want to be able to choose if a shelter will be displayed or not on the Request form and in the Referral flow.

Description

Implement in the Organisation profile/ Shelters table the List/ Unlist option in the action dropdown menu.

Business rules

• When a shelter is first created, the default status is Unlisted.
