Automatically Mark Polling Station as Visited Upon Addition

We have a workaround on this issue:
some ngos instruct their observers to add some random data for the polling stations they will monitor during the elections.
Polling stations disappear because we wipe out data in the night before elections.
How we will fix the issue:

• we will reset answers for PSI, and Form Submissions and delete Attachments, Notes, Quick Reports and Quick Reports Attachments.
• add a button on platform admin web to reset answers with 2 confirmations modals
