[NGO Admin] [Observers] Adding individual observers does not behave as per the Figma design

When adding individual observers, the UI does not behave as per the Figma design. Instead of displaying a modal, it opens a new page. Opening a new page for quick actions is inconsistent with the app's behavior, as modals are used for such tasks. Additionally, the "Add observer" button is primary, whereas in the Figma design, it should be a secondary button.

Expected behavior:

• Adding an observer should open a modal window.
• The "Add" button should be secondary, as shown in the design.

I’m sorry I didn’t follow the mock-up exactly. I went for a page instead because I considered that it would solve 2 issues a modal would have - closing/redirecting after a new observer is added and keeping the form available when someone accidentally clicks outside of it.

I know the existing logic for modals allows keeping the modal open so that’s a non-issue, but I didn’t find a way to close the modal after a POST call without duplicating the logic just for this component.

I’m more than happy to take this task and try to implement it as you envisioned.
