[PlatformAdmin] Monitoring ngos screen

• Display in a table monitoring ngos from GET /api/election-rounds/{electionRoundId}/monitoring-ngos
• Add actions on each row to remove from monitoring + confirm action DELETE /api/election-rounds/{electionRoundId}/monitoring-ngos/{ngoId}
• Add a button on top of the table to add monitoring ngo to display a modal and allow adding a ngo as monitoring
• Modal should contain a table with result from /api/election-rounds/{electionRoundId}/monitoring-ngos:available (pagination ,search and sorting are available)
