`nerdctl network create` using another network id[0:12] will fail

Description

It does not if creating with id[0:x] where x != 12, which leads to a range of issues listed in other tickets.

There is no reason for that restriction.

Note. This gymnastic is inside NetworkMap from netutil, which does slap in the fullform id and the [0:12] form as a key in the map.

From a 10 seconds review, the only reason I can think about why this would be useful is for completion.
We should remove all of that anyhow and fix completion.
