EL8 failure on TestStopWithStopSignal is strange. It looks like the container is taking a really long time (10s+) to start. |

@AkihiroSuda depending on how you feel about things, we could either merge first the raft of ci-build-PR enhancements (my preference), then this here after - or the other way round. One way or the other will probably involve a bit of rebasing. |
