This fixes 'podman build' and 'buildah build' on non-linux platforms where (*Config).Capabilities started throwing errors after the pkg/capabilities package started using github.com/moby/sys/capability to validate the capability lists. Signed-off-by: Doug Rabson <dfr@rabson.org>
