Notifications plugin on Wordpress

We need to develop a better notification plugin.
Required features

• Ability to send notification immediately or schedule it
• Ability to select target audiences
• Ability to select a specific article (if it is relevant to the notification)
• Ability to add title and body (text boxes)
• Ability to send the article url (if relevant), so we can deep link into the app
