Add cleanup to s3 chunk store

Currently s3 chunks are cleaned up only by setting a retention-period on the bucket.

There should be a mechanism for table-manager to periodically clean up the chunk store.

Deletes might be slow, so it might be best to group chunks into discrete buckets.
