[BUG REPORT] Enchanted Mechanical Mixers don't restart after overstressed #148

Describe the bug
It appears Mechanical Mixers, once enchanted, do not restart after a rotational network has been overstressed (after the rotational network fixes the overstress issue by providing more power). They need to be broken and replaced before they will start functioning again.

Enchanted Presses, Grindstones, Fans, and Millstones (both when powered by shaft from below and cog from the side) all appear to restart as expected.

Unenchanted Mixers do not need to be broken, they will restart once the rotational network is no longer overstressed, so this bug ONLY appears to be a result of them being enchanted.

It was enchanted with Efficiency VI from Enchantment Industries if that makes a difference.

To Reproduce

  1. Setup an enchanted mechanical mixer over a basin with a recipe to complete.
  2. Overstress the rotational network the mechanical mixer is on.
  3. Fix the overstress issue (remove extra machines, or add more generators).
  4. The mixer won't start rotating/working even though the cog that should be powering it is spinning.

Expected behavior
Once the rotational network is no longer overstressed, the enchanted mechanical mixer should start operating again like all other components do.
