Problem

Watch-tower first register the order, and then in next blocks is attempting to poll.

Technically, the order might be already ACTIVE in the block in which the event was edited, so it should be attempted there already.

Impact

Adds an unnecessary delay

Expected behaviour

Orders like CIRCLEs should be indexed from start.
TWAP orders should also be faster
