add template-inline

This is proposed as a small feature for extending the facility of templates to be assembled within route blocks for HTML::Components.

@patrickbkr - hi I just started some new investigations on cro-webapp and I found that this PR, though somehow approved (it has a green check on my GH web view) did not make it to the 0.9.0 release. There is now a small conflict in that the version number in the META6.json of this PR also needs to be bumped.

Otherwise there are no conflicts and the test is passing.

I would like to push that through and merge this change into croservices:main so that it is ready for the next point release or, at your discretion, perhaps this is a big enough change to make a new point release (eg v0.9.1)?

Ow, sorry. I entirely forgot. Yes, this should be released. Since we have revamped the release process that makes this easy, there is no reason not to do a point release right away. I hope to be able to pick this up in the next few days.
