Add options to NewLogger function to encode time in iso8601 format and provide a different caller skip if necessary to the logger

What problem are you facing?

I would like for the NewLogger() function to have a couple more options to initialize logger for the functions as per need:

• allow encoding time in iso8601 format
• optionally allow setting a different caller skip if necessary
