[Bug] Conditional Effect Conditions Using Zero Display as [Not Set]

Current Behavior

Numeric conditions in Conditional Effect preview as [Not Set].

Expected Behavior

The effect condition preview to appear as 0 instead of [Not Set].

Steps To Reproduce

1. Add a Conditional Effect somewhere.
2. Add a numeric condition (e.g. "Command Args Count") with an expected value of 0.
3. Save the condition.
