Built-In Chat Command to Import Effect List by Share Code

Describe the solution you'd like
A new !command import !{commandName} {shareCode} built-in chat command that would allow moderators to add complex commands via Firebot's Share Effects functionality.

Additional context
Due to the potential for write access to computer, this would likely be an opt-in feature, and would just return a "Importing commands is not enabled" chat message if option is not enabled.
