This PR adds tests that have multiple contracts living in multiple different files and directories, and ensures that the files are compiled correctly and in the correct order. This ensures that later PRs don't change the file ordering, since this could cause problems for, e.g., Echidna.
In particular, this PR adds hardhat and solc multi-file tests.
