Development: images are not presisent across docker container instances

when starting the docker container with `docker compose -f docker-compose.development.yml up api --build --force-recreate`, stopping the container, and then starting it again results in errors when amber-ui tries to fetch images.

I haven't tried https://github.com/csvalpha/development-environment yet. If the problem does not occur there, then this issue is probably low-prio.
