Don't know what is in the .zip files so need to download them to check if the contents have changed.
Need another mechanism to check this.
Could perhaps create a hash of the filename.
Download has just been optimised today.

This may be fixed by including a hash value for each zip file in the database.json. These hash values are stored along with the content. When running the download script the hashes are compared to decide on whether to download the zip. wdyt?
