[Bug] Order of faction list in GM creation dialog changes after exiting a scenario and starting a new one

Steps to reproduce

1. Launch a scenario and enter the GM screen.
2. Click Create button. Note that the faction list for created entities starts with Independent.
3. Exit the GM screen.
4. Return to Scenario Selection.
5. Select and start a new scenario.
6. Enter the GM screen and click the Create button.

Expected behavior

The faction list for created entities is in the same order as the first time, starting with Independent:

Observed behavior

The faction list order flips to put CUF first.
