This PR synchronizes the Corvus tool reference with the actual implementation. It adds documentation for the `pdf_inspect` tool (Media category) and updates the top-level index to include missing native tools: `hardware_memory_map`, `hardware_capabilities`, `gpio_read`, and `memory_forget`.
Additionally, it introduces explicit "Plan Mode" safety indicators (✅ Safe for Plan Mode) for all 8 tools validated as safe in `security/policy.rs` (`code_search`, `Glob`, `Grep`, `file_read`, `web_search_tool`, `WebFetch`, `image_info`, and `memory_recall`).
All changes maintain 1:1 bilingual parity between English and Spanish locales and include updated `lastReviewed` metadata. Validation was performed using `./gradlew :web:docsCheck`.
