Allow vendorization according to config in server info

Allow dandi-cli to vendorize itself according to the server it is interacting with. This issue is created to track the progress in dandi-cli in achieving the goal specified in dandi/dandi-schema#299. A solution of this issue should complements dandi/dandi-archive#2430 to in achieving the goal.

It is no longer the goal for dandi-cli to behavior with vendor-specific configuration for each command. In discussion with @yarikoptic, we have concluded that all but the dandi service-scripts publish-dandiset-version-doi are agnostic to vendor. This issue is no longer relevant, and #1704 has been filed to make dandi service-scripts publish-dandiset-version-doi vendor-specific.
