Replace `McMaster.Extensions.CommandLineUtils`

Korga relies on McMaster.Extensions.CommandLineUtils which has been in maintenance mode since 2022. We should migrate to another library with active development if possible.

• McMaster.Extensions.CommandLineUtils (currently used, maintenance mode)
• Spectre.Console
• System.CommandLine (still in preview, project is rebooting)
• CliFix (maintenance mode)
• CommandLineParser (abandoned without notice)
