Turn on cppcheck and clang-tidy for default builds

We should probably take care of #9 before we take this on. Turning these on may generate a lot of noise, but may also contain some true issues. There are also some clang-tidy warnings that we will probably want to disable like saying variable names are too short, or suggesting we reorder struct members for space packing reasons.
