Questions about pre-release schedule

Context

I noticed that there is a new Reth release v1.8.3.

Questions

1. For the most recent pre-release why is the Reth version v0.1.4?
2. More generally, how long does it take for a new Reth release to be propagated to this repo and a release (or pre-release) is created for it?
3. Why are all the releases marked as pre-release? People with DappNode are running these pre-releases in production.
