Release platform v1.5-dev with Core 22

We need to release Platfrom v1.5-dev.1 which supports Core 22 and reflects withdrawal fixes

• feat(dashmate): configurable initial protocol version dash-network-deploy#667
• chore(dashmate): update Core to version 22 #2107
• chore(drive): reduce withdrawal limits [WIP] #2286
• Release Platfrom v1.5-dev.1
