Are we ok with bumping NumPy and Pandas after this release ( dask/dask#7378 (comment) )? If so, should we include any info about this pending change in this release?

Yeah, it seems like there aren't any objections to that over in the linked issue. I can include a note at the top of the changelog for 2021.07.1 which says this is the final release with support for NumPy 1.17 and pandas 0.25

Iff there is agreement about the behaviour, I'd be happy if this dask/distributed#5103 gets in the release since it would resolve another deadlock

I'm going to start pushing out the release. There's still some conversation happening over in dask/distributed#5103, so let's not include it in this release. Though we'll be sure to get it in the next one
