Reenable publishing dotnet tool

The 2024.1 CLI has a prerelease dependency (SerilogTracing) which prevents us from automatically publishing a dotnet tool package for it.

We'll sort this out and reenable publishing ASAP.

When we do this we should have CI modify global.json so that the resulting tool package can run on later framework versions, i.e. "rollForward": "Major". We don't do any roll-forward for regular builds, but this makes the tool package very finnicky/unusable.

Edit: this actually needs to be achieved using <RollForward>Major</RollForward> in the CSPROJ file.
