About tab news UX improvements

Some improvements to the About tab News list:

For the full list:

• Some indication that it is loading while it is loading.
• Reload button to reload the news.
• Some indication that it failed to load if it fails to load.
• Scrollable when content extends past bottom of window

For each article:

• Icon next to each article that's different for at least release, known issue, and other
• Show date for each article
• Open in browser button for each article
• Better visual indication that the article title toggles showing the article
• Better visual separation between the different articles
