Can draw stuff out of bounds

If you scroll the viewport all the way to the right, then resize the right hand side of the window to make the window bigger, you can then keep drawing terrain and tracks, but once you've scrolled it out of view, or restarted the app, you can't get back there.

Trains still work though ¯\\\_(ツ)_/¯
